Constitutional theocracy: All decisions are made by God, but can be vetoed by the legislature.
Gerontological republic: Everyone votes on who is oldest; all decisions are made by a council of the winners.
Bicameral mobocracy: All decisions are made by mob rule, but must be approved separately by each of two mobs before becoming law.
Hereditary mobocracy: All decisions are made by mob rule. When members of the mob die, their eldest male children form a new mob.
Parliamentary thalassocracy: The sea is elected to Parliament. It makes all decisions.
Provisional meritocracy: All decisions are made by the most competent and deserving, until we get the real system running.
Kratokakistocracy: All decisions are made by Strong Bad.

I think you might be right.
Constitutional theocracy sounds like a good description of how most (non-radical) religions work these days.
It is fashionable, from time to time, among those with rose-colored rear-view mirrors, to consider the US a former provisional meritocracy. :)
Don't forget Hippocracy, as seen in the Heralds of Valdemar books.
There were points in the history of England where it was arguably ruled by Hereditary mobocracy. Overall, this is a very amusing list.
Just been linked back to this. I think most countries which have had a revolution are at least nominally provisional meritocracies for the first while. Then again, many switch to democracies or autocracies of one stripe or another quite quickly.
Argocracy: Rule by the unemployed.
Hoplolithocracy: Rule by whoever pulls the sword out of the stone.
Hoploballocracy: Rule by whoever the watery tart throws the sword to.
